Africa Credit Rating Agency Launched to Strengthen African Capital Markets

The Africa Credit Rating Agency (AfCRA), a privately owned and African-led credit rating institution, has been officially launched in Mauritius as part of efforts to strengthen Africa’s capacity in credit assessment and deepen the development of the continent’s capital markets.

The launch followed the 2nd Africa Annual Conference on Credit Ratings, which was held on October 5 and 6, 2026, in Port Louis, Mauritius.

The two-day conference brought together African and international financial leaders, regulators, investors and other key stakeholders to deliberate on issues surrounding the development of African capital markets and the reform of credit rating systems.

Discussions at the conference focused on the role of credit ratings in African economies and financial markets, particularly their influence on investment decisions, access to capital and the ability of governments and businesses to attract financing.

The gathering also provided an opportunity for participants to examine ways of improving the credit-rating framework on the continent and strengthening the technical capacity required to assess African economies, institutions and businesses.

A major outcome of the conference was the official launch of AfCRA on October 7.

The new agency is structured as a privately owned institution with an African-led ownership model and is expected to provide credit-rating services covering sovereign, sub-sovereign and corporate entities.

Its establishment is intended to increase African ownership and participation in the credit-rating industry while developing local expertise and technical capacity in credit assessment.

Credit ratings play an important role in financial markets because they provide investors and other market participants with assessments of the creditworthiness and ability of governments, companies and other entities to meet their financial obligations.

For African countries and businesses seeking to raise capital, such assessments can influence how investors view their risk profile and, in turn, the conditions under which financing is obtained.

The organisers said the development of stronger African capacity in credit assessment would support efforts to build more effective and resilient capital markets on the continent.

The initiative also comes at a time when African economies are seeking greater access to domestic and international capital to finance infrastructure, businesses and development programmes.

Participants at the Mauritius conference included representatives of the financial sector, regulatory authorities, investment institutions and other stakeholders with interests in Africa’s capital-market development.

The discussions were centred on the need for continued reform and greater capacity within the continent’s financial architecture, with credit-rating systems forming an important part of the broader capital-market framework.

The launch of AfCRA therefore represents an attempt to establish a stronger African presence in an area of financial assessment that has traditionally involved international rating institutions.

Through its proposed sovereign, sub-sovereign and corporate ratings, the agency is expected to serve a broad range of public and private-sector entities while contributing to the development of African expertise in credit analysis and ratings.

The 2nd Africa Annual Conference on Credit Ratings and the subsequent AfCRA launch were also presented as part of the wider conversation on transforming Africa’s financial markets and strengthening the continent’s ability to mobilise and direct capital towards development.
