Senate of the Federal Republic of Nigeria has launched an investigation into alleged breaches of the Federal Character principle of recruitments, placements and appointments by Ministries, Departments, and Agencies (MDAs). The exercise aims to ensure inclusivity and diversity in public appointments, reflecting Nigeria’s diverse makeup and preventing domination by any single group or region.
The probe arose from a resolution passed on March 25, after a motion sponsored by Senator Osita Ngwu, Minority Whip and Senator representing Enugu West. The Senate Committee on Federal Character and Intergovernmental Affairs will conduct a thorough investigation into MDAs’ compliance with federal character principles.
The Federal Character principle, enshrined in Sections 14(3) and 14(4) of the 1999 Constitution, mandates that the composition of the government and its agencies must reflect the country’s diversity. However, prolonged abuse, negligence, and ineffective enforcement have significantly weakened this principle, leading to marginalization and increased discontent.
Despite formal invitations, some key MDAs failed to appear before the committee, including the Federal Character Commission, Federal Civil Service Commission, Nigerian Ports Authority, National Pension Commission, and the Independent National Electoral Commission, among others. The committee’s chairman, Senator Allwell Onyesoh, expressed disappointment at the absence of these critical MDAs but commended most agencies for their impressive turnout.
Onyesoh emphasized that the audit approach will be corrective, not punitive, with the primary goal of fostering accountability, reinstating equity, and restoring trust in national institutions. He warned agency heads against concealing documents required for the investigation and failure to respond to invitations, stating that there will be consequences.
Onyesoh stated that President Bola Tinubu fully supports the probe, cautioning those seeking refuge behind presidential backing that they will soon face consequences for their actions. The Senate’s move aims to promote national unity, loyalty, and a sense of belonging among all citizens by ensuring compliance with the Federal Character principle.
