The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has arraigned two officials from Adamawa State, Popoona Samuel and Arama Davies Gyandi, before a Federal High Court in Yola. The officials are accused of diverting funds meant for the rehabilitation of schools affected by insurgency in Adamawa State. These funds were provided by the World Bank.
The duo allegedly conspired to launder funds belonging to School-Based Management Committees of primary schools in Adamawa State while serving as State Education Investment Project Officers. They are accused of taking possession of ₦2.4 million and ₦2.5 million refunded by School-Based Management Committees of Kwaja Primary School and Mutuku Primary School, respectively.
The officials were charged with money laundering and retention/conversion of proceeds of an unlawful act. They pleaded not guilty to the charges. The court granted bail at ₦5 million with one surety in like sum. The surety must meet specific criteria.
The case has been adjourned to October 22, 2025, for the commencement of the trial.
