In what can only be described as a monumental betrayal of public trust, the Enugu State Housing Development Corporation (ESHDC) is at the center of a shocking land administration scandal surrounding the controversial Blossom Garden Estate — a development now exposed as an audio Estate, lacking physical and legal substance.
The Estate, once heralded as a flagship government-supported housing initiative, has today been rendered inaccessible, unviable, and completely defrauded of its original purpose. At the heart of this crisis is a private company allegedly linked to the Managing Director of ESHDC, known as Hephzibah & Beulah (H&B), which has illegally occupied over 800 hectares of land inside the same Estate it sales blossom Estate with their company name and shares the proceed with the GM — an unprecedented conflict of interest and abuse of office.
Despite clear designs, including a major 30-meter-wide road corridor meant to connect all districts within the estate, the area has been fenced off and hijacked, leaving allottees stranded and unable to access their legally purchased plots.
As it stands, Blossom Garden Estate has become a graveyard of broken promises.
“This is no longer a case of mismanagement — it is a clear act of deception and administrative sabotage. What is happening under the current leadership of the Enugu State Housing development Corporation is a disgrace, and if not immediately addressed by Governor Peter Ndubuisi Mbah, the situation will escalate beyond repair,” said Barr. Kingsley Ilodibe, a concerned stakeholder and legal practitioner.
According to a statement signed by Barr. Kingsley Ilodibe,
Equally disturbing is the fact that in the last two years, the Enugu State Housing Development Corporation has acquired vast portions of land and launched multiple estates, yet cannot boast of a single drainage system or asphalted road within any of its projects. Instead, the estates remain bare layouts with no infrastructure to justify the huge sums collected from the public.
The most alarming part of the revelation is that no director within the Enugu State Housing Development Corporation can account for the land activities and decisions taken in the past one year. This suggests that land administration in Enugu State may have been hijacked by private interests, operating above the law and beyond accountability.
While Governor Mbah has repeatedly emphasized the role of technocrats in his government, entrusting such a sensitive agency to an alleged mediocre administrator has only exposed the state to ridicule, financial loss, and public distrust.
Barr. Ilodibe further warned:
“If a drastic intervention is not made within 2 days, we shall be left with no option than to mobilize a mass social media campaign and uncover deeper atrocities being perpetuated under the very nose of the state government. Ndi Enugu deserve transparency, not treachery.”
The public is hereby called upon to demand full disclosure, accountability, and immediate action from the Governor’s office to save Blossom Garden Estate and rescue ESHDC from total collapse.
