NCC Warns Dealers Over Unapproved Phones

By George Ozalla

The Nigerian Communications Commission (NCC) has warned importers, distributors and dealers in mobile phones and other SIM-enabled devices to ensure that their products meet regulatory requirements, cautioning that non-compliant devices could face restrictions on telecommunications networks.

The commission said the warning was part of efforts to strengthen regulatory compliance in Nigeria’s telecommunications sector and prevent unapproved equipment from entering the market.

The directive affects businesses involved in importing, assembling, distributing and selling mobile phones, tablets, modems and other devices capable of connecting to mobile networks.

Under the regulatory framework, device manufacturers and importers are expected to obtain the necessary type approval from the NCC before their products are marketed in Nigeria. Type approval confirms that a device meets the technical standards required for use on the country’s telecommunications networks.

The commission is also seeking to improve the identification and verification of devices through its Device Management System, which supports efforts to identify equipment that does not satisfy applicable regulatory requirements.

Dealers have therefore been advised to pay closer attention to the source and compliance status of their stock, rather than relying solely on assurances from suppliers. Importers and distributors are expected to ensure that devices entering the supply chain meet the relevant approval and verification conditions.

The NCC’s action is also aimed at addressing the circulation of counterfeit and cloned devices, which can undermine consumer confidence, create difficulties for legitimate businesses and affect the integrity of telecommunications networks.

The commission has maintained that compliance is necessary to protect consumers and ensure that equipment offered for sale meets the standards expected in Nigeria’s communications market.

The warning also has implications for the relationship between telecommunications regulation and the import trade, as businesses are expected to meet the relevant requirements governing the entry and distribution of electronic communication equipment.

Importers and dealers have been urged to review their existing stock and documentation, confirm the regulatory status of products supplied to them and address any outstanding compliance issues before distributing the devices to retailers or members of the public.

The NCC has further encouraged industry operators who require clarification on the applicable procedures to consult its official guidance and contact the commission for assistance.

The NCC urged importers, distributors and dealers to verify the approval status of their products and comply with the commission’s requirements to avoid possible restrictions on the affected devices.
